Connecting Steam account stuck (fix)
Steam likes to hang sometimes when you open it. It's usually something minor and re-starting it will fix it.
- Control alt delete
- Start task manager
- Click 'Processes' tab
- Find Steam.exe *32 (yours might not have the *32)
- Right click
- End process (and confirm)
- Start Steam again.

It just restarts the process, so clearly, it can help if the issue is a transient one beyond your control that resolves itself (which most network related problems are, hence the 'refresh' button).
Obviously it won't help if there's a persistent problem preventing Steam from connecting, i.e. if Steam is down or you have a firewall issue.
You may be required to use your own brain.
