It's usually something minor and re-starting it will fix it.

  1. Control alt delete
  2. Start task manager
  3. Click 'Processes' tab
  4. Find Steam.exe *32 (yours might not have the *32)
  5. Right click
  6. End process (and confirm)
  7. Start Steam again.
